Meeting was called to order by President, Reuben (Nib) Pelot.
Minutes were approved as distributed.
Treasurer’s Report was presented by Chuck Anderton, and approved. He announced that the Association’s bank account has been transferred to Regions Bank, as it offers a no-fee account to non-profit organizations. There are minor exceptions involving # of transactions, but that is easily managed. He and Dr Pelot are signers on the account. He reported that response to request for contributions in Newsletter has been excellent with over 200 households received to date.
KPD Officer Brad Fox reported on area crimes. Theft from autos and domestic assault were those discussed. Residents assisted in arrest of suspicious person. He was successful in contacting resident with illegally parked vehicle and returned to meeting to report that it will be moved. He offered to contact the City regarding requested signs.

Newsletter: The President reported for Lee Hume who is requesting articles for the Spring edition which goes to press on Friday the 23rd. 5K Run: No report Traffic: No report. It was requested that John Hunter of City Engineering be asked to attend the April Executive Board meeting an discuss issues he and “Cap” Hardin have agreed to.
New Business: The President announced the Easter Egg Hunt on Saturday April7th and stressed the need for volunteers and for a “bunny”. Chris Austin is to Chair the hunt.
Reminder of the annual Picnic which will be on June18th.

Meeting was called to order by President, Reuben (Nib) Pelot.
Minutes were approved as distributed.
Treasurer’s Report was presented by the President, as Interim Treasurer, Chuck Anderton, was out of town. It was accepted unanimously to be filed. (See attached) Dr. Pelot noted that Chuck has continued to act for Lynn Day during her illness, and with her death, has received all Treasurer’s records. As banking regulations have recently allowed, it was determined that our present account with First Tennessee will incur significant fees. Chuck has “shopped” banking institutions for the best use of our non-profit funds, and reports that moving WHCA’s account to TVA Credit Union allows the best use of our funds. Discussion followed. A motion to move the account to TVA Credit Union asap was made by Joe Fuhr, and seconded by A.B. Hardin., with the caviat that President Pelot and the Vice President Chuck Anderton, acting Treasurer, be signers on the account. Motion was approved by unanimous vote.
KPD Officer Varner furnished copies of the area crime report, and stated that ours is a great neighborhood with low crime incidents. He reminded that residential burglary occurs less when home is left to appear that someone is at home. Board members voiced concerns about 18 wheelers mistakenly entering neighborhood and cannot negotiate narrow streets and tight turns. Officer Varner indicated he would look into signage to help alert drivers. Possible drug activity at an address at corner of Connie Way & Cody which needs investigation.
Committee Reports: Parks & Recreation: Allan Douglass commented on success of Tree Lighting and thanked all who assisted.: especially Angela Floyd’s School of Dance & Music. Beautification: A moment of silence was observed to remember Marjorie Lloyd, faithful Chair, who died. Ruth McDonald forwarded report for Holiday awards which will be published in Newsletter. Zoning: No report. Codes: No report. Newsletter: Lee Hume continues to coordinate Newsletter. He called for Committee Chairs to submit reports by February 1st. Newsletter to come out prior to February General Meeting. 5K Run: No report. President noted that West Hills 5K Run proceeds were transferred to partner with the City and Greater Knox Tennis Assoc for the second phase of tennis improvements in West Hills Park. Bids are out and construction is to begin very soon. Traffic: Cap Hardin reported that stop sign at Buckingham/Vanosdale is being moved to allow for better early visibility. Stop bars are promised as requested. Speed limit signs are still not placed as promised. Re-painting of lines at Buckingham/Vanosdale have been requested. He will talk again with Engineering Dept regarding delays. Web Site: No report.

Announcements: President Pelot reported that Craig Leuthold of the Knox County Property Assessor’s office will speak at the February General Meeting of the WHCA. He also plans to invite Knoxville’s recently elected Mayor to address the group.
